Description of the goods or services required

Angus Council are seeking the services of an experienced company who have the ability to market the sponsorship of a number of town gateways, and deliver enhancement of the landscaping of the roundabouts.

The proposal is that the company seeks financial sponsorship from third parties for 11 gateway sites in the Angus Council area, on behalf of the council, and consequentially the company undertakes works consisting of advertising/information signage and possible maintenance of the existing landscaping; upgrading of the landscaping; and/or public art depending on the level of sponsorship. The extent of the works will be dependant on the level of financial sponsorship secured by the company. There is an expectation that the level of sponsorship will generate an income with any income above the company’s costs being returned to the council.

There is a possibility that the contract will also cover Dundee City Council area, which will be confirmed at the time of tender.

The period of the contract will be for 2 years, as a pilot, following which the council will determine whether to continue and/or expand on the pilot depending on the level of beneficial outcomes achieved by the pilot.

Applicants shall be able to demonstrate experience in similar projects and provide references. They shall be able to demonstrate the ability to undertake the type of consequential works detailed above with due regard to health and safety including traffic management. Applicants shall be able to demonstrate a proven track record of making a financial return to the client.

Applicants will be required to submit the Pre-Qualification Questionnaire, attached to this advert and companies will be selected based on experience; references; and health and safety. A short list of applicants will be invited to tender.
