sportscotland is seeking to draw up a multi supplier framework of suitably qualified individuals or businesses to provide training, learning and development opportunities across a wide range of subject material to sportscotland staff and those of partner organisations (including Scottish governing bodies of sport (SGB’s)) across Scotland.

In addition to its internal focus, sportscotland recognises the skills and expertise of staff of its partner organisations, up to, and including, Board membership level (e.g. of Scottish governing bodies of sport (SGBs)) The support sportscotland offers to these partners can range from workshops and seminars through to self help and the use of specialist advice to address specific issues. Historically sportscotland has provided support for governance/ boards, leadership workshops, business development areas such as policy, communication, risk and planning and reporting at operational and strategic management levels.

Some training will require a specific sports industry and/or sports development focus.

Lodging of appeals

The authority will incorporate a standstill period of a minimum of 10 calendar days at the point information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Feedback information should be requested from the address in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in court of competent jurisdiction. Any such action must be brought within 30 days of the known breach occurring. Where a contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages. An economic operator that suffers or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2012 may bring proceedings in the Sheriff Court or the Court of Session.

4     Coaching and Mentoring

1)

Short Description

Coaching and mentoring support is occasionally required for sportscotland employees to provide a confidential environment in which performance at work, and personal issues may be discussed with someone other than the line manager.

Coaching targets high performance and improvement at work and usually focuses on specific skills and/ or behavioural improvement and work objectives or goals. The coaching contract will typically last for a relatively short period.

Mentoring will see an experienced ‘mentor’ working with a sportscotland employee, utilising their knowledge and experience to support the growth and development of the employee. An effective mentoring relationship is a learning opportunity for both parties.

sportscotland seeks an individual or organisation that can provide coaching and mentoring support for sportscotland employees on an as-required basis.
