Description

Leicester City Council is currently in the process of designing and developing a new bus station known as Haymarket Bus Station. Once the new station is complete, the aim is to consolidate all City Centre termini into either the new bus station, and/or the existing St Margaret’s Bus Station.

In order to maximise the benefits of constructing the new bus station, there is a need to ensure that both the existing bus companies, and new entrants to the market, do not revert to terminating at on-street stops in the city centre in the future. Therefore, the Council wants to explore the legal options available in order to achieve this.

There is also the opportunity to improve the quality of bus services serving the city centre thereby preventing other operators entering the market if they do not meet required standards.

As the current working relationship with the bus companies is relatively productive, it is deemed that one or more Statutory Quality Partnership Schemes (SQPSs) could be appropriate to consolidate and manage bus operations serving Leicester City Centre. The Council requires recommendations regarding the best way forward, given its circumstances, including details of associated legal constraints.

In Leicester we are initially looking at more effectively managing bus services serving the city centre which is bounded by the inner ring road and those stops outside the train station on London Road, Leicester.

Step 1

Develop strategic options (including associated key actions, milestones, costs and timescales) for improving bus service operations and standards serving Leicester City Centre including leading discussions with local bus operators.

Lead discussions with local bus operators on and develop the scoping and compilation of any Schemes and/or Agreements.

Advise on the need for any specialist support, such as specialist legal or vehicle technology support, required to develop and implement options.

Step 2

Provide the on-going necessary technical support and expertise to implement the agreement(s) within pre-determined timescales.
