III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

III.1.2)Economic and financial standing

List and brief description of selection criteria:

Part IV: Selection criteria – B: Economic and financial standing – Question 4B.1 – Tenderers are required to have a minimum “general” annual turnover of 782 000.00 GBP for the last 2 financial years. Where a Tenderer does not have an annual turnover of this value, the Council may exclude the Tenderer from the competition or may apply discretion seeking supporting evidence to determine the Tenderer’s suitability to proceed in the competition. Where this information is not available due to a new company being established a business plan should be provided demonstrating how the organisation will meet the annual turnover requirement.

Question 4B.2 Bidders will be required to have a minimum yearly “specific” turnover of 782 000.00 GBP for the last 2 years in the business area covered by the contract Where a Tenderer does not have an annual turnover of this value, the Council may exclude the Tenderer from the competition or may apply discretion seeking supporting evidence to determine the Tenderer’s suitability to proceed in the competition. Where this information is not available due to a new company being established a business plan should be provided demonstrating how the organisation will meet the annual turnover requirement.

Part IV: Selection criteria – B: Economic and financial standing – Question 4B.4 – Tenderers will be required provide the following information in response to 4B.4:

Liquidity ratio for the current year.

Liquidity ratio for the prior year.

The formula for calculating a Tenderer’s liquidity ratio is (current assets – stock or work in progress) divided by current liabilities. This is commonly known as the ‘Acid Test Ratio’. The acceptable range for each financial ratio is greater than 0.8. Where a Tenderer’s Liquidity ratio is less than the acceptable value, the Council may exclude the Tenderer from the competition or may apply discretion seeking supporting evidence to determine the Tenderer’s suitability to proceed in the competition. Part IV: Selection criteria – B: Economic and financial standing – Question 4B.5 – Tenderers are required to hold, or commit to obtaining prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:

a. Employers (Compulsory) Liability Insurance – 10m GBP

b. Public Liability Insurance – 5m GBP

c. Professional Indemnity – 2m GBP

d. Products Liability – 5m GBP

Where a Tenderer does not hold or commit to obtaining the types and levels of insurance indicated, the Council will exclude the Tenderer from the competition.

Part IV: Selection criteria – C: Question 4C.1 Bidders will be required to provide examples of work carried out in the past 5 years that demonstrate that they have the relevant experience to deliver the work.

Part IV: Selection criteria – D: Question 4D.1 – Bidders must have documented arrangements for ensuring that the bidders apply quality management measures that are appropriate to the work for which they are being engaged. The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent). Part IV: Selection criteria – D: Quality Assurance Schemes & Environmental Management – Question 4D.2 – Environmental Management – The Bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate.

4a The bidder must have a regularly reviewed and documented policy for Health and Safety (H&S) management, endorsed by the Chief Executive Officer, or equivalent. The policy must be relevant to the nature and scale of the work and set out responsibilities for H&S management at all levels within the organisation. The policy must be relevant to the nature and scale of your operations and set out your company’s responsibilities of health and safety management and compliance with legislation.

Staff who will be involved in this contract will have the required qualifications or experience:

Physicians are registered with the General Medical Council and are either a member or associate of the faculty of occupational medicine;

Nursing staff are 1) registered with the nursing & midwifery board, 2) Holders of a higher qualification in occupational health 3) Members of a professional body (eg Royal College of Nursing Occupational Health Nursing Forum or Association of Occupational Health Nurse Practitioners);

General nurses used in provision of the required services will always work under the strict supervision of an occupational health nurse;

Physiotherapists are suitably trained/experienced, hold medical qualifications relevant to the services to be provided and are registered with the Health & Care Professions Council; Psychologists are suitably trained/experienced, hold medical qualifications relevant to the mental health services to be provided and are registered with the health & care professions council;

Counsellors are suitably trained/experienced in relation to the counselling services to be provided;

Hygienists are suitably trained/experienced in relation to the measurement services to be provided;

Ergonomists are suitably trained/experienced in relation to the services to be provided;

Supplier personnel involved in the delivery of the contracted services undertake and can demonstrate continued professional development in relation to the services to be provided.
