The strategic partner will be tasked with delivering construction opportunities allocated to the partnership arrangements as well as providing Strategic Partnering Services to support the delivery of the Council’s Capital Programme.
The Strategic Partnering Services will include (but are not limited to):
— Assisting the Council in optimising the deliverability, functionality and commercial aspects of designs being developed by the Council for proposed projects;
— Providing consultancy services to assist the Council in scheme phasing, site investigation and surveys, technical consultancy support, cost planning and supply-chain planning and management to achieve efficiencies in delivering the Capital Programme; and
— Assisting the Council in engagement and communications with public and statutory stakeholders.
The Capital Programme is expected to include the Council construction requirements for sports and leisure facilities schools and educational facilities libraries and community facilities and refurbishment works requirements for schools and educational facilities libraries and community facilities over the next 5 to 7 years.
The potential capital value of the Capital Programme opportunities during the partnership period is estimated to be up to 150 000 000 GBP over the initial 5 years or in conjunction with the additional 2 year extension.
These projections are not intended as a cap on the value of construction to be delivered through the partnership.
The initial projects are expected to include the construction of 2 new leisure facilities currently scheduled to begin construction in September 2016. This consists of a new leisure centre, to be constructed on the Copthall Estate, to replace the existing centre currently situated there. In addition a new leisure centre is to be constructed on a green field site within the Borough subject to Planning Approval that will eventually replace the current provision at Church Farm Leisure centre. The combined capital value of the 2 projects is estimated to be in the region of 25 000 000 GBP.
The Council will separately procure designers for projects but will novate designer appointments to the Partner.

The overall value of the opportunity will be dependent on many commercial factors including but not limited to the approval of schemes by the Council, market conditions, the needs and budget of the Capital Programme over time and whether the schemes are allocated to the strategic partner under the terms of the project contracts.

Section IV.1.1) Type of Procedure — The Competitive Procedure with Negotiation.
Section IV.3.3) Conditions for obtaining documents — The pre-qualification questionnaire and memorandum of information are available through accessing via the portal www.barnetsourcing.co.uk We are also making available through the portal a draft Strategic Partnering Agreement SPA to enable Candidates to have an overview of the intended partnering approach. Candidates should note that the SPA is a draft document at this stage, providing indicative information of the Authority’s intended approach to the partnering arrangements and is for general information only. The Authority reserves the right to vary, amend and update any aspects of the SPA and final details and versions of the SPA and specifications will be confirmed to Candidates successful in being selected to participate in the ICPN stages of the competition.
The Invitation to Participate in the Competitive Procedure with Negotiation ICPN containing the tender requirements and evaluation methodology; is being developed by the Authority and is not available to be shared with Candidates at this stage. However, it will be made available to Candidates successful in being selected to participate in the ICPN stages of the competition.
It is anticipated that the Invitation to Participate in competitive procedure with negotiation (ICPN) will be sent to shortlisted bidders during March 2016.

Expressions of interest must be received before the deadline.
