Description

Leicester City Council’s Transport Strategy Team would like to invite quotation for Strategic Cordon Surveys to be carried out every year to inform our Transport Trends report that is produced once a year.

All surveys are to be twelve hours (7am to 7pm) with 15 minute survey intervals recorded.

63 classified counts on three cordons in the city (both directions)
Classifications: Cars, LGV, OGV1, OGV2, PSV, Motorcycle, Pedal Cycles and Pedestrians.
20 City Centre Cordon sites.
29 Outer Ring Road Cordon sites.
14 Central Transport Zone sites.
Each separate cordon/zone to be completed on a single day if possible.
The survey results will be provided electronically in Excel spreadsheets along with a hard copy.

27 car occupancy counts on three cordons in the city. Inbound only.
Ideally to be carried out at the same time as the classified counts.
16 City Centre Cordon sites.
11 Central Transport Zone sites.

38 bus occupancy counts on three cordons in the city.
Ideally to be carried out at the same time as the classified counts.
8 City Centre Cordon sites (inbound only)
10 Central Transport Zone sites (inbound only)
10 Outer Ring Road Cordon sites (both directions)

Rail Passenger Counts – 4 survey locations. Arrivals and departures (both directions).

Pedestrian surveys – video count. 5 entry/exit points around the Clock Tower.
Plus one pedestrian-only count on footbridge as part of the city centre cordon survey.

Bus Journey Time Surveys
Survey periods: 0730-0930, 1000-1200 and 1615-1815 hours on a weekday.
10 routes to be surveyed.
For each route, a minimum of 5 runs would be undertaken in each direction of travel during each of the survey periods on 2 weekdays.
Analysis to include:-
Average route speeds
Average point to point journey times and sectional speeds
Average delay time (queue and dwell times combined)
Average route journey times with and without delay times
Total journey time per vehicle per km (mins), with and without delay times.

Only quotations on the form below will be accepted. However, any supporting documents will be considered.

This should be returned by 16:30hrs on 18/01/2013 at the very latest.
