Background Our client is currently recruiting for a Strategic Marketing Leader to work within the strategic marketing team of the communications directorate and lead on delivery of its “Business in You” campaign. The Department for Business, Innovation and Skills (BIS) is helping to build a dynamic and competitive UK economy by: creating the conditions for business success; promoting innovation, enterprise and science; and giving everyone the skills and opportunities to succeed. To achieve this it will foster world-class universities and promote an open global economy. The “Business in You” is a very high profile communications campaign to provide support to new start-ups and existing businesses looking to grow. It was launched jointly by BIS and Number 10 in January 2012 with a first burst of advertising including radio, digital, outdoor posters as well as national newspaper and trade press. The call to action was to visit to their campaign website, which contained signposting to specific help on Business Link and their initial private sector campaign partner StartUp Britain. A second wave of advertising will appear in late March, including a media partnership. They are now planning to build on the campaign by working closely with other government departments and the private sector to promote the full range of support available for businesses. This will include a monthly spotlight of activity as part of the 2012 Year of Enterprise. Your will be to take on the strategic planning and delivery of all communications activity for the campaign throughout 2012. Main Duties/ Responsibilities Key Tasks • Provide strategic direction, planning and delivery of all communication activities in the “Business in You” campaign. This includes all paid-for advertising as well as stakeholder, digital and media communications. • Design and deliver a business case for the campaign and budget for 2012/13 • To manage the process for implementing the marketing spending controls in accordance with the Efficiency and Reform Group (ERG) spending controls. • Staff management responsibility in relation to campaign delivery. You will support the Deputy Director in providing strategic communications advice within the Corporate Communications Unit of Strategy and Communications Directorate. This is a responsible position for a confident self starter. You will need to work closely with BIS policy officials, other Government departments, private sector interests (businesses and representative groups) and No 10 Communications in planning and delivery. A major part of this will be the delivery of the campaign through public and private sector partnerships Outputs/ Deliverables to be achieved You will need to demonstrate:- • Understanding of current affairs and the political context • Understanding of communication imperatives eg audiences, stakeholders segments • Understanding of legal frameworks eg Official Secrets Act, Data Protection Act, DDA • Understanding codes of practice and their impact on performance and outcomes eg propriety requirements, procurement and tendering procedures • Understanding the public policy and political context, at both departmental and government levels, and the contribution made by communication • Understanding the operational delivery environment, the key drivers and success criteria and work with operational staff to achieve successful communication • Awareness of all communication activities within the department • Understanding of current communication theory and practice • The ability to commission, specify or undertake research as required • The ability to present research in a format appropriate to the audience • Understanding of the principles of strategy making and strategic planning, including crisis planning • The ability to differentiate strategies at governmental, departmental, programme and campaign level • The ability to integrate communication strategies programmes and campaigns with those of other disciplines, departments and partners • The ability to influence planning to ensure that communication is integrated at an early stage of the cycle • The ability to develop fully integrated communication programmes and campaigns • Understanding of the properties of each channel, for example broadcast or print media, on or off line, including those which promote dialogue and select the most appropriate mix for the audience and businesses objective • The ability to identify different elements of the marketing mix eg select the mix to be used within each channel ( eg with broadcasting the techniques are advertising, product placement, sponsorship, interviews) • Good writing and editorial skills • Understanding of the management of media relations • Understanding of the branding process • Understanding of campaign evaluation approaches and methodologies • The ability to evaluate how effectively the campaign was managed including value for money Skills/ Experience Required Key Skills • A wide range of skills and in-depth experience of marketing communications as well as a grounded knowledge of Government communication • Good strategic thinker, with strong leadership and management skills, sound planning and experience of project delivery • Ability to manage a range of internal and external stakeholders, including policy officials, Number 10, and partners across Government and the private sector • A strong track record in developing successful, innovative solutions to challenging communication problems within a climate of reduced spend on marketing and communication • Ability to lead and embed change • Manage a team • Understanding of the impact of the financial framework on outcomes • The ability to make links between plans and the resources needed to achieve them Additional Information If you are interested in applying for this role please can you apply via the Job Boards – unfortunately we are unable to accept emailed applications.
