II.1.5)Short description of the contract or purchase(s)

Cornwall Council, in conjunction with the Police and Crime Commissioner Devon and Cornwall Police, seeks to appoint a number of suitably experienced, licensed and accredited organisations that can currently facilitate the secure boarding, including satisfactory nutritional and healthcare standards, of any breeds of dogs, which could be classed as Stray/ Custody or Seized dogs, that would be brought in to them within normal working hours, or out of hours, by authorised representatives of the Authorities.
The dogs concerned could range from the very friendly to those that could be extremely difficult to handle. Every dog is a potential threat which can be judged to a certain extent by its history and exhibited behaviour.
The experience and skills of the handlers, veterinary and kennel staff will need to be utilised to collectively determine the dogs’ temperament and likely behaviour but all dogs brought in should initially be treated with the utmost caution and respect.
Such services are to be undertaken within the jurisdiction of the provisions within the Animal Welfare Act 2006, the Animal Boarding Establishment Act 1963 and any other prevailing related legislation that may be in force.

II.2.1)Total quantity or scope:

The appointed suppliers will be required to provide suitable Kennelling Services, as and when required for unspecified periods of time, for Stray, Custody or Seized breeds of Dogs for Cornwall Council and the Police and Crime Commissioner Devon and Cornwall Police which could be brought in from anywhere across the two Counties.
Prospective providers will be required to adhere to the standard cross county charging rates for both a normal working hours and an out of normal hours service. However, providers will have an option to agree to providing just the normal hours service if they so wish but, to increase their chances of being admitted to the framework, Kennelling providers are encouraged to be able to meet as many of the overall service requirements as possible.
Whilst there is no guaranteed quantity or spend, based on historic information, the estimated value of Cornwall Council spend is likely to be in the region of 60 000 GBP per annum and the Police Authority up to 10 000 GBP per annum.
The intention is to let a framework arrangement for an initial period of 2 years form the 1.8.2015 with options to extend for a further 2 years (1+1) up until the maximum possible 4 year duration at the end of July 2019.
