II.1.5)Short description of the contract or purchase(s)

The street lighting asset consists of the following:
(a) Lighting columns, wall brackets and Lighting Units (approximate quantity 25 000);
(b) Illuminated traffic signs and bollards (approximate quantity 3 000);
(c) Illuminated bollards and centre island posts (approximate quantity 2 130);
(d) Non-illuminated traffic signs (approximate quantity 3 850);
(e) Solar and reflective bollards (approximate quantity 320);
(f) Feeder pillar and associated private cable network (approximate quantity 240).
The contract comprises of 3 elements:
(a) Term Service Works consisting of the project management and delivery of routine maintenance, inspection and test and non-routine maintenance of street lighting and other powered apparatus for a proposed contract period is for five (5) years from 2016 to 2021 with an option to extend for a further 2 years.
(b) Investment Works consisting of the project management, design and installation of replacement lighting columns and lantern units within an established budget of 5 200 000 GBP.
(c) Task Order Works instructed on an ad hoc basis consisting of additional works beyond the scope of the term service works and investment works (e.g. minor improvement schemes and the like).
The Contract will be for an initial term of 5 (five) years, extendable at Hillingdon’s sole option, for a period of 1 (one) x 2 (two) years, giving a total of 7 years (the Term).

Joint and several liability. Should the successful tenderer be a consortium of companies, the lead partner will be responsible for completing the commission on behalf of the consortium and all payments will be made to the lead partner for services rendered by the consortium. Support partners will be required to complete a collateral warranty agreement in favour of the Contracting Authority.
