Expressions of interest are requested from suitably qualified and experienced street works practitioners who may be interested in supporting the Council with ensuring it fulfils it’s network management duty under the terms of the Traffic Management Act 2004 and New Roads and Street works act 1991.
The Council has recently implemented a permit scheme, so experience and knowledge of permit schemes would be essential along with experience of EToN and Symology systems.
In particular, support is required for checking permit applications and notices, identifying errors and issuing Fixed Penalty Notices.
Support is also required in undertaking site visits to check on site safety, permit conditions and on the quality of reinstatements.
The service should also include the provision of management information in the form of charts, graphs, spread sheets etc. in anticipation of Traffic Management Performance Indicators (TMPIs).
Assistance will also be required in providing evidence on a regular basis to show the benefits being derived from the permits scheme and in undertaking a review on an annual basis of the scheme cost benefit analysis and associated fees matrix.
The interested bidders should initially submit a document stating the details of the proposed cost model for the above requirements.
