Hampshire County Council invites applications from suitably experienced and qualified organisations for the provision of structural inspections and structural engineering design on minor capital projects with works costs typically valued less than 100 000 GBP, to support on going maintenance of the built estate and the delivery of capital schemes and refurbishment projects.

II.2.4)Description of the procurement:
The proposed Structural Inspections and Design Framework is to cover a programme of structural inspections across a range of properties owned or managed by Hampshire County Council (HCC), Hampshire Fire and Rescue Services (HFRS), the Office of the Police and Crime Commissioner for Hampshire (OPCC), Reading Borough Council (RBC) and the Isle of Wight Council (IOWC); and to provide structural design services for capital minor works projects with a construction value less than 100 000 GBP.
Property types that comprise the programme includes, but is not limited to schools, special schools, corporate offices including data centres, day care centres, residential care, nursing care, libraries and museums, leisure centres, country parks, farms, residential housing, scheduled monuments, police and fire stations.
The Framework will encompass:
— Structural inspection of prescribed properties on a 5-year rolling programme, including specialist structures such as: system built buildings; re-locatable (‘temporary’) buildings; and historic buildings.
— Inspection of structures where significant defects have been previously identified and are being monitored.
— Ad-hoc inspections arising from defects reported by the County Councils building Surveyors or end users.
— Further investigation of items identified from the planned inspections including potential defects.
— Structural design for projects typically with a works value less than 100 000 GBP.
— Where required, issue ‘structural repair instructions’ and check completed repairs on site.
— Undertake ad-hoc inspections and associated report and advisory work arising from issues reported by HCC’s Property Management staff, building end users, OPCC, HFRS, RBC and IOWC.
Interested parties should register their interest in the project via the In-Tend website https://in-tendhost.co.uk/hampshire, and complete and submit the tender return document together with any supporting information requested by 14:00 on Thursday 16.3.2017.

In accordance with Articles 57 — 62 of Directive 2014/24/EC of the European Parliament and the Council and Regulation 57 of the Public Contracts Regulations 2015. Organisations are advised it is a condition of this framework that all managers and operatives (including subcontractors) are suitably competent to execute all trades and operations encompassed by this framework in full compliance with UK legislation.

In accordance with Articles 57 — 62 of Directive 2014/24/EC of the European Parliament and the Council and Regulation 57 of the Public Contracts Regulations 2015, and set out in the Tender documentation.
