The University is seeking large scale student accommodation renting service framework for its Colchester Campus for the new Academic year for up to 3 operators selected by tender ranking on an annual renewal basis up to 4 years.
This is an accelerated Open Tender procedure as we need to get the tender evaluated, awarded and contract signed ready for the new student term for September arrivals. Additionally we have selected a framework for up to 3 providers to be in a position to appoint most if not all suitable local service providers to the framework for the duration, calling off on a ranking selection process.

II.2.1)Total quantity or scope:

Quantities around 100-300 student bedrooms required annually for 39 weeks per annum available for student arrival at the start of term in September initially and possibly above this quantity (up to 300-800) dependent on expansion success and what our strategic plan delivers in terms of our own additional accommodation, if at all. We require a framework to be set up with viable operators of high quality en-suite student rooms of a quality similar to the Universities own standards to be available to meet our increasing requirements. This is an estimate only and may change to suit our requirements. No business is guaranteed whatsoever to any framework provider. Bidders on the framework will be selected on a ranking system where the highest scoring bidder will be selected first. We may need to select more than 1 bidder once the 1st ranked bidders services are exhausted or dependent on the student requirements or demand.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. The bidders will be awarded to the framework by the highest score at tender stage.
The selection of the work will be undertaken by ranking by score so the highest scoring bidder at tender stage on the framework will be offered the initial lease requirements, then if there is still demand and the 1st bidders resources have been exhausted then the next highest scoring bidder will be offered the next order amount and so on. It may be that all bidders on the framework have orders at the same time to meet demand. However we do not guarantee any orders to any bidder on the framework. The orders will depend on demand at the Universities own quantity of accommodation that we have on offer. We will fill our own accommodation first, then recourse to this framework by the ranking method described until all students that need accommodation have accommodation or until the resources on the framework have been exhausted by the demand.
