Portsmouth City Council (the ‘Authority’) is seeking suitably qualified and experienced providers to tender for the provision of a substance misuse and mental health dual diagnosis supported living service in and around the Portsmouth area.
The initial contract period will be for 2 years with the possibility of extending the term by a further 2 years to a maximum total term of 4 years in increments to be agreed, subject to the agreement and performance of both parties. The estimated value of this requirement is 149 000 GBP per annum.
The Authority aims to have awarded the contract by 10.9.2015 with a contract start date of 1.11.2015.
The deadline for submission of requests for clarification is 23:59 on 3.7.2015 and the deadline for submission of completed tenders is 14:00 on 10.7.2015.

This service provides housing related support to vulnerable people who have a dual diagnosis (mental and substance misuse) and as a result are at a very high risk of homelessness and/or relapse into severe mental health and substance misuse problems. The overall aim is to increase independence and improve the ability to move on to lower supported and more independent accommodation.
The current contract for this service provides 184 housing related support hours per week with sleep-in staffing, in a single property with capacity for 6 (six) service users. Additional provision for waking night staff cover is also provided up to a limited number of 50 nights per year when the support needs of the service dictate its requirement.
Office space and sleep-in accommodation is available at the property should this be required as part of the service support delivery.

The services being procured are covered under the types listed within Annex XIV of the Public Contracts Regulations (PCR) (2015) commonly referred to as the Light Touch Regime. The total contract value including extension options is below the compulsory OJEU advertisement threshold set out within PCR (2015). The Authority has chosen to advertise within OJEU voluntarily, in accordance with the spirit of the EU Public Procurement Regime and to conduct the procurement process in an open and fair manner so as to increase competition.
The submission of the contract notice, any subsequent advertisement of the contract and similarities between the procurement strategy used and and those allowed for within the Regulations must not be taken as an indication that the Council considers itself bound by the provisions within the Regulations that are applicable only to above threshold contracts.
