Nottinghamshire County Council in conjunction with the Nottinghamshire Adult Joint Substance Misuse Commissioning group and the HMP Ranby and HMP Whatton Substance Misuse Commissioning Partnership (including representatives from NHS Nottinghamshire and Bassetlaw) are seeking expressions of interest to deliver Integrated Substance Misuse Recovery Services (ISMRS) within two prisons, HMP Ranby and HMP Whatton.
This is to replace other existing services including the current Integrated Drug Treatment Service (IDTS – clinical) and CARATS (Counselling, Assessment, Referral, Advice & Throughcare Services – psychosocial), accredited programmes and compact based drug testing and will be replaced with a fully integrated service incorporating elements from all of these services. There are 2 establishments included in this process which are as follows and it is the intention of Nottinghamshire County.
Council to award a single contract for each prison to the successful bidder(s):
Lot 1: HMP Ranby – adult male, closed category C training prison.
Lot 2: HMP Whatton – adult male, closed category C training prison.
Key elements of the service include:
— Delivery of an integrated substance misuse recovery service which includes the misuse of drugs, alcohol and illicit use of prescribed medications, plus any other substance/s deemed illicit use in a prison setting.
The integrated substance misuse recovery service delivery includes; where indicated: screening and assessment, non-clinical interventions and clinical treatment.
— To work collectively to strengthen links between the integrated substance misuse recovery service, the prison healthcare provider, the prison resettlement team and offender management unit and the community to ensure continuity of care with emphasis on help and support from outside the prison system,
— Meeting clear outcomes, focused on recovery, to improve efficiency and effectiveness,
— Diversity and equity of access to services.
