This procurement is divided in to 2 lots:

Lot 1: Wiltshire Council and Swindon Borough Council are undertaking a procurement process for a collaborative pan Wiltshire Substance Misuse Service. The service will be structured around the PACT model, with an equal focus on Prevention, Access and Collaboration as well as a high performing Treatment service. Lot 2: Wiltshire Council (only) is undertaking a procurement process for Housing Support Services for those requiring accommodation after they have successfully completed treatment. We are seeking a provider(s) that recognise that this housing should be a short term stepping stone. The procurement for Lots 1 and 2 is being undertaken in accordance with the light-touch regime (LTR) rules (PCR 2015 74-77). The Council therefore confirms that the LTR OJEU threshold and timescales apply, as does certain flexibilities with regards to the tender selection and award.

OJEU procedures include a minimum 10 calendar day standstill period at the point information on the award oft he contract is communicated to bidders. This period allows unsuccessful bidders to seek further debriefing from the contracting authority before the contract is entered into. Such information should be requested from Wiltshire Council. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
