Description of the goods or services required

SCRA are seeking an address verification software solution, and wish to enter into a data supply agreement for the supply of Postcode Address File (PAF) raw data, while noting have the benefit of Public Sector Licensing (PSL 03542).

The solution will be able to return full address and postcode information from a minimal subset of input data, from UK residential, commercial and governmental address data sets. Offering real-time verification for no more than 400 in-house users with unlimited transactions.

The solution should be deployable to Windows Server, preferably a java application hosted on Apache Tomcat. The application should offer a web–based interface (IE11 compatible but ideally browser agnostic) across SCRA’s own domain. Ideally, no client-side plugins and definitely no thick client.

The solution should be usable out-of-the-box with minimal configuration i.e. SCRA should be able to install the software and expect soon after to be able to direct users to a URL where they can partially complete an address and return a list of viable results.

PAF updates should be downloadable and easily deployable. Licensing should allow for multiple instances of the hosted application, to provide high-availability and/or load-balancing in production (active-active or active-passive) and to offer the same for Disaster Recovery.

The solution will have a documented API in order to build, customise and integrate the solution with other systems in order to populate web-forms for data submission. With minimal development the solution should offer the facility to bulk check records to verify integrity of database stored addresses e.g. check and update SQL database tables.
