Command and control system.
The Ministry of Defence has for a requirement for an interim Deployable Air Surveillance and Control System (DASACS) to provide Defence with a limited, persistent, scalable, deployable ground-based Air Command and Control (C2) capability. The interim DASACS will provide ground based support to No 1 Air Control Centre (1ACC) and other tactical Air C2 Force Elements and is complementary to Airborne Warning and Control System (AWACS) and Maritime Air Defence capabilities, plus other ISTAR assets which may be deployed. The system will permit individual or scalable combined capabilities to be deployed, such as a comprehensive layered Air Defence system, depending on the operational context, to meet the Commander’s Intent.
Project Heimdall is an interim DASACS system to replace the current deployable Tactical Air Control Centre (TACC) system which will be nearing its end of life in 2017. This Air C2 capability has to be sustained to support military tasks out to 2023. Heimdall shall provide the core aircraft control system with a dedicated Voice Communications System that connects to the UK Defence Network of radars and radios. The Heimdall requirement includes providing the hardware and software elements of the DASACS system, in a suitable configuration for transport and deployment. The provision of radars is outside of the scope of the requirement.
Heimdall is an equipment delivery project, including training requirements and an initial support solution for up to 7 years.
It is expected that, given the time-frames for Initial Operating Capability (IOC) in 2018, the Heimdall system will be relatively mature and within the provider’s range of existing products.

The Authority reserves the right to withdraw the Heimdall requirement at any time. Respondents shall bear all costs associated with preparing and submitting the DPQQ; should the requirement be cancelled, the Authority will not reimburse costs.

III.1)Conditions relating to the contract

The Authority reserves the right to require an indemnity, guarantee or bank bond.

Financing and payment conditions shall be included in the ITN.

If a group of economic operators submit a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering into the Contract.

III.1.4)Other particular conditions to which the performance of the contract is subject, in particular with regard to security of supply and security of information:

The conditions of the Contract shall be included in the ITT.
The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by a Security Aspects Letter, the Authority reserves the right to amend the terms of the Security Aspects Letter to reflect any changes in national law or government policy whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.

Potential suppliers must note the mandatory requirement for electronic trading using the Ministry of Defence’s standard Purchase to Payment (P2P) system operating under the Defence Electronic Commerce Service, which shall be a special condition for the performance of this Contract. Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC of the European Parliament and the Council (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC of the European Parliament and the Council (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

Objective criteria for choosing the limited number of candidates: DPQQ — The criteria is explained in the DPQQ. The DPQQ will be assessed using a 0, 1, 2, 3 confidence scale with criteria and a minimum threshold score provided for each question. A score achieved, for any question, below the threshold score for the relevant question (as set out in the DPQQ) will be considered a fail. Achievement of the threshold score or above shall be considered a pass. The supplier must achieve a pass for each question in order to proceed to the next stage of the competition — the Invitation to Tender (ITT).

All those expressing an interest will be expected to complete a Dynamic Pre-Qualification Questionnaire (DPQQ) to ensure that only those with adequate professional and technical knowledge are invited to tender. All companies that successfully meet the mandatory threshold for each of the DPPQ questions will be invited to tender. The Authority desires this be a minimum of 3 companies.
An Invitation to Tender (ITT) may be issued to the selected companies following the Authority’s assessment of the DPQQ and will contain details of the procurement and potential future options. The Tenders submitted in response to the ITT will be assessed to establish the Most Economically Advantageous Tender which meets the requirement within the time-scales for the project. Full criteria will be specified in the ITT, together with the evaluation process.
Internal approvals for the project are ongoing — the Authority reserves the right to withdraw the competitive process at any time. No compensation will be available for work undertaken to respond to the requirement.
