II.1.5)Short description of the contract or purchase(s)

The supply and distribution of different fruit and vegetables for consumption by school pupils as part of the ‘School Fruit and Vegetable Scheme’. The Framework Agreement will be divided into 22 Lots. Under Lots 1-21 Suppliers will be required to procure and deliver their awarded fruit and/or vegetables to the depot of the distributor(s) awarded to serve the relevant region for onward distribution to schools. For purpose of organisation the supply and distribution areas are divided into 21 different regional areas covering the whole of England. Under Lot 22 Distributors will be required to order and receive deliveries of fruit and vegetables from various suppliers in accordance with the ‘Consumption Calendar’ and to distribute such fruit and vegetables to schools.
This Procurement is split into 22 Lots;
Lot 1 to 21 — These Lots are for the supply of fruit and vegetables under the School Fruit and Vegetable Scheme this will include Apples Easy Peel Citrus Fruit Pears Bananas Carrots Tomatoes Strawberries Sugar Snap Peas Dried Grapes Grapes Mini Cucumbers and Mini Sweet Bite Peppers.

Suppliers will be required to deliver fruit and/or vegetables to the awarded distributor for that region for onward distribution to schools. For the purpose of organisation the supply and distribution areas are divided into 21 different regional areas (please refer to section 2.5.24 in the Invitation to Tender for details) covering 152 Local Authorities throughout England.
Lot 22 — This Lot is for the distribution of fruit and vegetables to 21 regions throughout England (please refer to section 2.5.24 in the Invitation to Tender for details) which consists of 152 Local Authorities in total. Distributors will be required to distribute various categories of fruit and vegetables (this includes Apples Easy Peel Citrus Fruit Pears Bananas Carrots Tomatoes Strawberries Sugar Snap Peas Dried Grapes Grapes Mini Cucumbers and Mini Sweet Bite Peppers) in accordance with the ‘Consumption Calendar’ and will receive deliveries of fruit and vegetables from suppliers awarded to the applicable Lot(s) 1 to 21.
The term of this Framework Agreement is 4 years but it may be terminated early. Applicants should therefore note the provisions set out in the Framework Agreement permitting early termination of the Framework Agreement. In particular NHS Supply Chain reserves the right to terminate the Framework Agreement if the funding for the Schools Fruit and Vegetables is withdrawn or if the terms of that funding change.

Lot No: 22 Lot title: Distribution of Fruit and Vegetables for the School Fruit and Vegetable Scheme

1)Short description

This Lot is for the distribution of fruit and vegetables to 21 regions throughout England which consists of 152 Local Authorities in total. Distributors will be required to distribute fruit and vegetables (Apples, Easy Peel Citrus Fruit, Pears, Bananas, Carrots, Tomatoes, Strawberries, Sugar Snap Peas, Dried Grapes, Grapes, Mini Cucumbers and Mini Sweet Bite Peppers) in accordance with the ‘Consumption Calendar’ and will receive deliveries of fruit and vegetables from suppliers awarded to the applicable Lot(s) 1 to 21. This is an estimate only as precise quantities of likely purchases are unknown. It is anticipated that in the first year of the Framework Agreement the value of purchases will be in the region of 9 750 000 to 13 000 000 GBP however this is approximate only. This Lot comprises of 21 lines. Applicants are required to obtain a total score of 60 % or more per line. Where only one Applicant obtains a score of 60 % or more that Applicant will be awarded to the Framework Agreement for that line. Where more than one Applicant obtains a total score of 60 % or more for a line all those Applicants will progress to an eAuction in relation to that line. Once the eAuction has been concluded the Applicant with the lowest price ranking for the line will be appointed to the Framework Agreement for that line. Where more than 1 Applicant has tendered for a region then the Applicant who ranked second in the price ranking will be awarded to the Framework Agreement as a reserve distributor this will mean should the Applicant who ranked first is unable to deliver or meet the terms of the Framework Agreement then the reserve distributor would become the distributor for that relevant region. Tenderers should refer to section 9 of the Invitation to Tender for details of the scoring process to be used to assess the Applicants to be appointed to the Framework Agreement. NHS Supply Chain reserves the right to appoint more Applicants to the Framework Agreement in the event that more than 55 reach the minimum criteria for appointment which is set out in the ITT.
Tenderers should note that for Lots 1 to 21 it is anticipated that the highest scoring Applicant(s) will be appointed to each of the Product Lines within these Lots. Suppliers should therefore note that they may be appointed across one more than one or all of these Product Lines within these Lots.
For Lot 22 Applicants are required to obtain a total score of 60 % or more for the line in question. The Framework Agreement will be between NHS Supply Chain and the Applicant however 1) NHS Supply Chain; 2) any School; 3) Department of Health Department of Education Public Health England or any other government department agency or other statutory body (for the avoidance of doubt including Local Authorities) and/or 5) any private sector entity active in the UK Education sector will be able to enter into a direct contract with the Supplier for any of the supplies and/or services under the Framework.
