The Northern Ireland Housing Executive wishes to enter into a concession arrangement with a private company who will fund, supply, install and maintain for the contract term, solar photovoltaic (PV) panels initially for up to a maximum of 1 000 NIHE dwellings.
The Contractor’s right to install solar panels (up to a maximum of 1 000) on tenants roofs will be granted by way of a licence.
The Contractor will devise a business model where it pays for the installation and maintenance of solar PV panels in social housing but recoups its investment from revenues generated from Renewable Obligation Certificates (ROCs) and the electricity export tariff. Tenderers should note that any possible generation of revenue from ROCs is determined by the banding levels set by the Department of Enterprise Trade and Investment (DETI) and is subject to change from time to time. Tenderers should make their own enquiries about potential for revenue and profiting as the Northern Ireland Housing Executive provides no warranties or makes any representation in this respect.
The model will be one where the Northern Ireland Housing Executive is not required to pay for anything to do with supply, installation or associated maintenance works to the panels, its accessories and any consequential maintenance to the dwelling. These costs will be borne by the Contractor for the life of the project. Northern Ireland Housing Executive tenants will benefit from free electricity during daylight hours with the Contractor obtaining any export tariff for unused electricity.
