The scope is for the Supply & Installation of Security Products;
Access Hatches, Doors, Enclosures and Roller Shutters
Scottish Water (SW) has a requirement for various security-rated products for use at its operational assets.
All products under this Framework will comply with SW’s Standards & Specifications and should hold a valid certificate stating compliance with the BRE Loss Prevention Certification Board’s (LPCB) Loss Prevention Standard (LPS) 1175 (‘Requirements and testing procedures for the LPCB approval of intruder resistant building components, strong points, security enclosures and free-standing barriers’).
Note: The current version of LPS 1175 is Version 7.2. However, many products are certified to earlier versions. We would accept products in the order of current version and then preceding versions in order of issue.
Within LPS 1175 products are awarded a Security Rating (SR) which is a numeric indication of the intruder resistance. They range from SR1 to 8; domestic risks (1 and 2), commercial risks (2, 3 and 4), high security risks (5 and 6) and extremely high security risks (7 and 8).
SW will require the SRs indicated against each product line.
All products to be provided in galvanized finish where appropriate, with option to colour finish. Other product materials include stainless steel, composite materials, GRP.
All locking systems certified with supplied products must be capable of receiving/utilising Abloy Protec keying systems.
Scottish Water reserves the right to divide the scope of the contract into lots as it deems appropriate.
PRODUCT LINES REQUIRED:
Access Hatches (Solid Top):
Two Installation types:
— Upstanding-fixed to the finished level of new/existing concrete slab or plinth; and,
— Flush type-sat within pre-prepared rebate to accept backfilling with appropriate material, but all parts remain flush to new/existing levels).
Two Usage Types:
— Wet Well: For use in water environments (i.e. outer & inner covers); and,
— Dry Wells: (i.e. single cover).
Products required in single, double and multiple opening leafs.
Products must have brackets to allow the installation of the following BSEN50131 sensor types: magnetic contacts (outer cover); vibration sensors (including Sentinor ‘Watercresss).
Required at Security Rating: 2, 3 & 4.
Doors:
Two Usage Types:
— Potable Water: For use in water environments (i.e. outer & inner doors); and,
— Dry environments: (i.e. outer door).
Products required in single, double opening leafs as standard.
Products required to have following options: louvres; glazing panels; fitting of emergency & panic exit (Type A and B) devices (BSEN 1125 & BSEN 179 respectively).
Products must have brackets to allow the installation of the following BSEN50131 sensor types: magnetic contacts (all doors).
Required at Security Rating: 2, 3 & 4.
Enclosures:
An ‘enclosure’ should be understood to be any structure that provides a three-dimensional protection against unauthorised access to an asset by completely enclosing it (e.g. a building, kiosk etc). It will comprise vertical elements (walls) and horizontal elements, floor (and ceiling).
Three Construction Types:
— All steel construction;
— GRP primary construction; and
— Mash/bar combination construction.
Products required in single, double opening door leafs as standard.
Products required to have following options: removable roofing (either whole or sectional); removable side walls/sections.
Products must have brackets to allow the installation of the following BSEN50131 sensor types: magnetic contacts (all doors); volumetric sensors (DT); alarm control panel.
Products should include 18mm Marine Ply back-boards inside the enclosures.
Required at Security Rating: 2, 3 & 4.
Roller Shutters:
Products required to have following options:
Products must have brackets to allow the installation of the following BSEN50131 sensor types: magnetic contacts; vibration sensors.

Scottish Water reserves the right to require deposits, guarantees, bonds or other forms of appropriate security.

All prices quoted shall be in Sterling (UK) and all payments shall be made in Sterling (UK). Payment shall be made on the basis of completed services in accordance with the agreed contract rates, schedules and conditions of contract.

In the event of a group of companies submitting an accepted offer it will be necessary for each member of the group to sign an undertaking that each company in the group will be jointly and severally liable for the satisfactory performance of the contract.

Information and formalities necessary for evaluating if the requirements are met: Expressions of interest should be submitted through Public Contracts Scotland by the date indicated. Thereafter all applicants will be requested to complete a Pre-Qualification Questionnaire. Questionnaires will be issued electronically to all applicants through Public Contracts Scotland. Responses to Pre-Qualification Questionnaires will be assessed and used to short-list applicants who will be invited to proceed to the next stage of the tender process. Applicants will only be assessed based on the answers provided in the questionnaires.

Information and formalities necessary for evaluating if the requirements are met: Applicants will be expected to be of sufficient financial and economic standing to support the anticipated contract value. All applicants must complete the financial questions within the pre-qualification questionnaire and tender documents. Financial standing relevant to the anticipated contract value will be determined by Scottish Water based on the response to the pre-qualification questionnaire and any further financial checks deemed necessary.

This contract notice does not preclude Scottish Water from issuing other contract notices for specific requirements from time to time. The contents of this Notice are sufficient for submissions of pre-qualification data all other communications are discouraged. Responses to the OJEU Notice will be evaluated based on Section III.2 and only successful applicants following PQQ evaluation will be invited to submit a tender. Scottish Water reserves the right to divide the scope of the contract into lots at tender and contract award stages as it deems appropriate. Scottish Water also reserves the right to award to a single supplier. Applicants who fail to supply all of the information requested in response to this Notice or any resulting tender exercise may risk elimination.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: In accordance with regulation 33 of The Utilities Contracts (Scotland) Regulations 2012 as amended (the Regulations) Scottish Water will incorporate a minimum of 10 calendar day standstill period between the communication of the award decision and the decision to enter into the contract with the successful tenderer. A breach of any duty owed under the Regulation is actionable by any economic operator which, in consequence of the breach, suffers, or risks suffering, loss or damage and such proceedings may be brought either the Sheriff Court or Court of Session. Any such action must be brought within 30 days beginning with the date when the economic operator first knew or ought to have known that grounds for starting proceedings had arisen unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from that date”.
