This is a collaborative procurement exercise between the Scottish Fire and Rescue Service (SFRS) and Northern Ireland Fire and Rescue Service (NIFRS) for the design, supply, installation, commissioning and maintenance of a proven Command and Control Solution including a separate but interfaced Computerised Communications System.
SFRS / NIFRS seek a single provider of the above provision and as such shall make a single award for the above provision. Individual Lots shall not be awarded. The single award shall provide each service with their own solution which shall operate independently of each other e.g. system fails / system dispute with one service shall not impact on the system provision of the other.

II.2.1)Total quantity or scope:

SFRS on behalf of SFRS / NIFRS shall, at its discretion, award the Contract for an initial period of 10 years plus a further extension period of 5 years each applied at the discretion of SFRS / NIFRS on the basis of the offers submitted for these particular requirements. The initial 10 year contract period shall be structured in blocks of 5yr / 5yr to accommodate system development and fit for purpose reviews throughout the contract period.

Description of these options: The initial Contract shall be for a period of 10 years structured in blocks of 5yr / 5yr plus a further extension period to a maximum contracts period of 15 years, applied at the discretion of SFRS / NIFRS.

SFRS reserves the right to request deposits, guarantees or any other forms of security.

Requests to participate may be made from groups of economic operators (Consortia). In the event of a successful consortium bid, the contracting authority may specify that the consortium members take a particular legal form and/or require that a single consortium member takes primary liability or that each member undertakes joint and severally liability irrespective of the legal form adopted. Where a subsidiary company is used, the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary before acceptance.
