II.2.1)Total quantity or scope:

The requirement is for a contract on behalf of the Secretary of State for Transport, through the Driver and Vehicle Licensing Agency (the Authority), for the provision of a Contract Management System (CMS) for use by the Department for Transport (DfT), its Executive Agencies and other Arms Length Bodies (Users). Moving forward there may also be a requirement for other Government entities to call off this agreement. The Authority is intending to enter into a contract with a single supplier for a duration of 3 years with the option to extend for a further 12 months. DfT has a broad and diverse commercial landscape which is managed across its family by commercial teams situated within DfT Central, its Agencies and Arms Length Bodies. The CMSystem shall provide the following, fully integrated product as part of standard functionality: — a contract database-a secure document repository — the ability to capture contract performance data — contract planning capability-management information with user definable reporting capability. There exists the potential for the selected product to interface with other software systems which may include but not be limited to the Arvato Agresso Enterprise Resource Planning system. This will be determined, post contract award, with the successful Service Provider, via a Change Control process. Please note that as this requirement is to be shared across DfT the volume of users cannot therefore be guaranteed. The Provision of a CMS for PS/14/50 will be between the successful Supplier and Contracting Authority.

Joint and several liability. In the event of a group of service providers, suppliers or contractors submitting an acceptable offer, the group will be required to nominate a lead partner with whom DVLA can contract. Alternatively the group will need to form themselves into a single legal entity before the contract is awarded. An undertaking that the group will so form themselves, if required by the DVLA, must be provided when the tender is submitted.

Information and formalities necessary for evaluating if the requirements are met: Candidates will be assessed in accordance with Part 4 of the Public Contracts Regulations 2006, as amended (implementing Title II, Chapter V11, Section 2 of Directive 2004/18/EC), on the basis of information provided in response to the ITT. Interested parties will be required to complete a declaration of good standing as part of the ITT documentation. The ITT will be issued to applicants in accordance with the instructions in VI.3 below. The completed ITT must be received back by DVLA no later than 23:59 hours on 19.2.2015.
