TfL may consider consortia bids. No specific legal form is required but, if a contract is awarded to a consortium of economic operators, the members of that consortium will be required to form a legal entity before entering into a Framework Agreement and will be required to provide Parent or Directors guarantees or, if not required to form a legal entity, members of a consortium will be required to accept joint or severable liability both to TfL under the Framework Agreement.
