Central Procurement Directorate, Supplies and Services Division (CPD), on behalf its Client, the Department for Regional Development, Road Service Direct (RSD) wishes to invite tenders for the supply and delivery of street lighting equipment. CPD anticipates establishing call-off contracts with multiple suppliers for the provision of equipment. The call-off contracts will be awarded on a per schedule basis.
The procurement process will take place via Open Competition, adhering to the UK and EU procurement regulations. The anticipated award date is August 2014. The call-off contract(s) shall remain in force for four years. All equipment supplied under these call-off contracts shall conform to all EU and UK standards applicable to the individual parts for the entire contract period.

This procurement supports DRD’s Programme for Government (PfG) objectives in that the Contractor(s) must make provision for a minimum of 8-weeks of work placement for unemployed persons utilising the accredited Government schemes to help trainees gain relevant work experience and awareness of up to date working practices within the industry during the period of the contract (refer to Annex B of this document and Clause D5.2 of the Terms and Conditions of Contract).
A briefing session will be held on Friday 6 June 2014 from 10.30am at Clare House, 303 Airport Road West, Belfast. The purpose of this briefing session will be to provide potential tenderers with an overview of the Street Lighting equipment contract and the published procurement process for this competition. (please refer to paragragh 6 of the Instructions to Tenderers for further detail).
The successful contractor’s performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in Central Procurement Directorate for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the certificate.

Precise information on deadline(s) for lodging appeals: CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
