Hanover is seeking suitably qualified and experienced service providers for an initial short term delivery of Energy Performance Certificates (EPCs) across all properties for rent, followed by an on-going arrangement to update EPCs as work that invalidates the existing EPC is carried out. The volumes of EPC’s in the short term delivery will be approximately 13 500 units across approximately 520 estates. The initial short term delivery should be completed by the end of June 2013.
The contractual agreements will be for 3 years with the option to extend for a further 1 year (at Hanover’s sole discretion based on price and performance). This contract will be let as a term contract. Further detail will be available in the PQQ.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Under this contract the service provider and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly contract performance conditions may relate in particular to social and environmental consideration.
Minimum level(s) of standards possibly required: Minimum levels of standards required by Hanover for technical capacity will be set out in the pre-qualification questionnaire.
In accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations 23 to 26 of the Public Contracts Regulations 2006 as set out in the pre-qualification questionnaire available from the web site set out at Section IV.3.1 and must be returned in accordance with the instructions on that web site by the date in Section IV.3.4.
