There is a commitment for only 3 trains, with the further 60 trains being conditional on overall costs that come in supporting the business case for the programme and the number of trains that need to be fitted out.

Companies expressing interest in tendering will be required to submit, as a part of that expression, a declaration stating that the company (or each company in the case of a consortia) is not subject to any administration order and not subject to any proceedings or investigation in relation to compliance with the Bribery and Corruption Act (2010).

1. Their financial capability to deliver a contract/s of this magnitude;

3. Statements of accounts for the past 3 years — in the case of consortia then all parties to that consortia will be required to submit accounts and other pre-qualification information.

III.2.3)Technical capacity

Information and formalities necessary for evaluating if the requirements are met: Supply of materials for ethernet backbone for 63 Jubilee Line Trains, each consisting of 7 cars. Supply of material for the 1st 3 trains will determine the quantities and bill of materials. The programme does not contain time and resource available for obtaining LU-specific accreditation for non-compliant products with EN50155 Standards.
1. Products proposed must be EN50155 compliant including shock and vibration and passed relevant EMC testing;
2. Products must comply to 1-085 LU Standard Fire safety performance of materials;
3. LU Category 1 Standard S1180 Standard for Rolling Stock compliance for this equipment is EN50155 compliance;
4. All equipment shall be able to operate within temperature range T1 as per EN 50125-1:1999;
a. Ambient external air temperatures of – 25 °C to + 40 °C;
b. Inside vehicle compartment (Saloon or Cab) temperatures of – 25 °C to + 50 °C;
c. Internal cubicle temperatures of – 25 °C to + 70 °C;
5. Sellers must demonstrate historic ability to supply goods offered within 4 to 6 week lead times;
6. Sellers must have previously supplied these products in the past to the Railway and have evidence they are Certified/Approved for the UK Underground Railway.

The process will be:
— Score and select as maximum number of bidders up to a total of 3 sellers per Lot i.e. 15 suppliers (sellers may proffer more than 1 product);
— Eliminate suppliers which fail;
— Invite successful PQQ suppliers in to present their products at a ‘Show and Tell’ including demonstration of seller’s equipment placed on a train and bench test;
— Review evaluation weightings and Specification based on technology available to account for M.E.A.T;
— Final tender list;
— Issue ITT/RFQ on eSourcing;
— Score according to weightings and eliminate fails, based on 1-4-7 model;

1. The contract resulting from this call for expressions of interest may be awarded by and may be for the benefit of London Underground Ltd and/or Transport for London or any of its subsidiaries.
