The contract is for the provision and implementation of a new Human Resource Management Information Systems (HRMIS) and Payroll system to run a modern and effective HR service. The HR and payroll modules should be fully integrated. Functionality tailored to the higher education sector would be of interest.
LSTM is considering having the infrastructure hosted externally or internally, and is asking for tenders to provide quotations for both options. LSTM reserves the right not to let this Lot. LSTM reserves the right to withdraw part or all of this Lot after each stage of the procurement up until the close of the evaluation.
To obtain further details of this opportunity, the potential provider(s) should register its (their) interest and request the Invitation To Tender (ITT) from the contact person nominated in section I.1. The ITT will be sent electronically. This document will contain the background to this project and a synopsis of LSTM’s requirements which the successful potential provider(s) will need to fulfil under this contract.

II.2.1)Total quantity or scope:
The figures quoted in this Section II.2 are estimates only and the ultimate contract value may be above or below these figures.
Lot: HRMIS and Payroll software package, associated implementation services and software technical support and maintenance, with optional infrastructure hosting.
The HRMIS functionality should include core HR management and administration, attendance and absence management, self-service for employees and managers, learning/training event administration, personal.
Development and performance management, talent management and succession planning, occupational health and safety, recruitment administration and management reporting. The HR modules should be fully integrated with.
Payroll module(s). Functionality tailored to the higher education sector would be of interest.
If LSTM decides to run the HRMIS in-house it will require implementation support to get the system up and running. This may include systems design/blue printing, infrastructure sizing and configuration, recommendations on any third party products and services required, the guidance on the data required to populate the system and pre go-live checks.
Software support and maintenance services will be required throughout the lifetime of the contract. If the software package or the HRMIS needs to be customised during implementation then additional support and maintenance.
May be required on an ad hoc or routine basis.
The payroll system(s) would be required at a later date, but should be capable of full integration with the HRMIS to pay employees of LSTM, its subsidiaries’ and associated organisations, the majority of whom are UK based and are subject to the standard deductions for income tax and national insurance and contribute to a number of different pension schemes. If the software package or the payroll system needs to be customised during implementation then additional support and maintenance may be required on an ad hoc or routine basis.
LSTM are considering requesting the potential tenderer to host the infrastructure on which the HRMIS and/or payroll system operates and seeks information as to the type of services available, the locations of potential data centres and the security arrangements for protection of data.
Estimated value range over 5 years [50 000 – 250 000] GBP excluding VAT.

The successful potential provider may be required to provide a guarantee of performance by its parent or holding.

Description of particular conditions: 1: LSTM has a statutory obligation to consider equalities as part of the contract. Potential providers will be required to demonstrate their compliance with all relevant equalities legislation as well as a well as a commitment to equalities throughout the delivery of the service;
2: Potential providers will be to demonstrate suitable business continuity plans are in place to enable continued and uninterrupted provision of all services under this contract in the event of a disaster or incident to their business

Information and formalities necessary for evaluating if the requirements are met: All Potential Providers will be required to sign the Statement Relating to Good Standing as part of the tender. Any candidate unable to do so will be eliminated from any further evaluation.

All Potential Providers will be required to provide 3 previous years’ financial accounts including the overall turnover of the candidate and statements in respect of the activities which are of a similar type to the subject matter of this notice;
2. All Potential Providers will be required to provide evidence of relevant professional risk indemnity insurance, Employers Liability Insurance and Public Liability Insurance
