The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. The Contract will have flexibility to change the number of cameras if required. The date given at IV.3.5 may be subject to change. Should an insufficient number of suitable organisations apply to be included on the tender list the Council reserves the right to reduce the number of tenderers to a number below that given at IV.1.2. With reference to the information contained at IV.1.2, in evaluating completed PQQ’s the Council will use a scoring system with the top scoring 5 applicants being selected for tender; should a number of applicants have identical scores and therefore should it not be possible to identify the top scoring five, the Council reserves the right to invite more than 5 organisations to tender.
