Led by Derbyshire County Council, the Councils wish to appoint a single service provider for a cashless parking system who will then enter into separate contracts with each Council for a period of 4 years. The cashless parking system is to allow members of the public an alternative way to pay for parking to the usual pay and display machines. The Pay and display machines will continue to be available to the public.
The contract has the potential to include running the residents’ parking schemes in Derbyshire making use of ‘virtual permits’. Tenders should give serious consideration in their bids to this concept, and demonstrate how such a scheme would work. It is possible that winning bids may be awarded without this package being included.

Councils initially involved:
— Derbyshire County Council (with its Countryside Service car parks, on-street pay and display, and possibly residents’ parking zones);
— Chesterfield Borough Council;
— Derbyshire Dales District Council;
— Amber Valley Borough Council, Erewash Borough Council, and High Peak Borough Council are retaining the right to be involved subject to the tender evaluation;
— North East Derbyshire District Council, South Derbyshire District Council enforce their car parks but these are not pay and display; and so will not be involved. Bolsover District Council has no parking orders on their car parks and will not be involved either. However, these councils may introduce pay and display in their car parks at a later date so will be eligible to draw on this contract.
