II.1.4)Short description:

The Council is seeking a commercial partner for the commercial development of CCTV network monitoring and associated services and the supply of CCTV hardware.

Rather than simply procure a supply and maintenance contract to support an upgrade, the Council believes there is the opportunity to realise the commercial potential that it, which we do not necessarily have the expertise or resources to maximise income.

The object of this procurement is to enable the Council to:

— Reduce communications and maintenance costs;

— Minimise costs for new cameras;

— Improve image quality, including the evidential quality of images shared with law enforcement partners;

— Increase flexibility;

— Increase service resilience;

— Enable new income streams.

The Council is seeking to let a 5-year contract, with the option to extend for a further period to 31.5.2024, with a single provider that will bring commercial skills and as well as the design and installation of hardware.

The Council is seeking a commercial partner for the commercial development of CCTV network monitoring and associated services and the supply of CCTV hardware.

The core CCTV infrastructure provides a solid platform for development, but is in need of a substantial technology upgrade to future-proof it.

Rather than simply procure a supply and maintenance contract to support this upgrade, the Council believes there is the opportunity to realise the commercial potential that it, as a local authority, does not necessarily have the expertise or resources to maximise income.

The object of this procurement is to enable the Council to:

— Minimise capital costs for installing new cameras;
