This tender is for the provision of pre-paid cards (the Kent Card) and associated services. The Kent Card is used by the Council to make direct payments to eligible members of the public. Please refer to the Invitation to Tender for further information.

The number of adult accounts set up that are receiving direct payments via a pre-paid card is currently 2 811. All of these will need to be transferred to pre-paid cards on the new contract.
Kent County Council is currently involved in transforming care services in Kent and the way that care and support is organised. The Authority’s objective is that personal health budgets will be delivered by direct payments, to give the end user greater independence and choice on what they spend their personal health budgets on. The Authority hopes that more direct payments will be delivered via the Kent Card. There is also the possibility of the Kent Card being used by other Kent County Council directorates outside of Social Care during the term of the contract, which may affect volumes, however there are no definite plans yet.
It is forecasted that 100 Children’s’ and Families direct payments will be moved over to the pre-paid card during Year 1 and 100 Children’s’ and Families direct payments will be moved over to the pre-paid card during Year 2 and 100 Children’s’ and Families direct payments will be moved over to the pre-paid card during Year 3.
These volumes may increase or decrease throughout the term of the contract. Tenderers are asked to price for between 4000 and 5000 live unbranded cards in the pricing schedule and also provide pricing in the event that card volumes increase or decrease.
