Description

Leicester City Council wishes to appoint a supplier to: supply, support and maintain an Open Revenues and benefits System.

The authority currently has 130,300 domestic and 11,800 non-domestic properties. The Housing Benefit / Council Tax Reduction Scheme live caseload is 42,435.

The key focus will be on a solution which will enable the authority to utilise the system to reduce costs, improve efficiencies and deal effectively with all current / future legislative demands and circumstances where workload demands are continuously changing.

An overall key aspect will also be for a reduction in administration costs, whilst seeking to improve processing times and quality of output through stream lined system processes. Consequently, there will be emphasis on reporting tools and management information extracted from the system.

The functionality should help to increase Council Tax and National Non-Domestic Rates (NNDR) collection performance.

The overall solution must be robust and enhance customer experience by improving contact channels.

The requirement is for one fully integrated solution by one provider on a system that will cover all the areas detailed in the specification, including:
• Housing Benefits/ Local Council Tax Reduction Scheme
• Local Taxation System to include functionality to manage:
o Council Tax and
o NNDR

• Document Image Processing/Workflow
• Discretionary Awards
• Customer Access to their accounts/claims
• Web based information and reporting system
• Appeals module for both Housing Benefits, Council Tax and Local Council Tax Reduction Scheme
• Forecasting tools for Council Tax, NNDR, Housing Benefits / Council Tax Reduction to model future changes
• The system should be fully integrated to eliminate as far as possible, duplicate data input regarding
o A citizen details
o A property details

This contract is for 7 years with an option to extend for a further +1 +1 +1 years.
