Worcestershire County Council (WCC) wishes to enter into a contract with a PPA Service Provider for the support and development of its Pre Payment Account solution. WCC makes payments to customers to enable them to purchase goods and services direct.
This will principally be for Adult Social Care users who receive a direct payment but other council services may wish to use Pre Payment Accounts in the future such as Children’s Services and Health Services.
WCC is undertaking a radical transformation for delivering its Adult Social Care services in the future. We intend to take personalisation much further by extending the use of direct payments. WCC has approximately 1,000 clients (25 % of its client base), who receive Direct Payments from the council currently that is paid into a separate bank account on a monthly basis to purchase care support in accordance with their Support Package.
The Council is looking to move the majority of its existing client base onto a Pre-Payment solution and then move its overall client base (approximately 4,000 clients) to this solution over the next 2 to 3 years as this is seen as a key enabler to our future vision of Adult Social Care provision.

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 32 of the Public Contracts Regulations 2006 (as amended) the contracting authorities will incorporate a minimum 10 calendar day standstill period at the point information on the contract award decision is communicated to tenderers. Part 9 of the Public Contracts Regulations 2006 (as amended) provides for economic operators who have been harmed or are at risk of harm by breach of the Regulations to take legal action. Any such action must be brought within the applicable limitation period. The purpose of the standstill period referred to above is to allow an economic operator to appy to the Court to set aside the award decision before the contract is entered into.
