The Police Service of Northern Ireland (‘the PSNI’ or ‘the Service’) Information and Communications Services (ICS) require the provision of Professional Video and Audio equipment and Support. ICS supports the PSNI in planning and deploying video and audio equipment in response to operational requests. Minimally, this has included operational policing, presentation and training. In many cases system requirements are extensive and support the capture, processing, distribution and control of video and audio product. Services required within this contract are: — Provision of hardware and accessories, — Design and installation services, — Maintenance and repair of hardware, — Training.

The contract will start on the Contract Commencement Date and will run for an initial period of three (3) years plus 2 optional extension periods consisting of two (2) years each i.e. 3+2+2.
All optional extensions will be subject to review and satisfactory performance assessment by the PSNI.
In addition further services may be required to facilitate end of life equipment substitutes, maintenance and product support and installation and design services.

This contract will not be divided into Lots as the Authority requires a single contractor (or consortia) to manage the entire Service.
As part of the verification process, the tenderer that meets all the Mandatory Requirements, achieves the highest score will be required to provide a working demonstration of their proposes hardware. Costs for hosting this demonstration for up to a party of 10 people for approx. 1 day (10:00-17:00) must be borne by the tenderer.
This demonstration will take place at ICS, Lislea Drive, Belfast, BT09 7JG and must be within 2 weeks of a request from the Client to hold such a verification exercise, unless otherwise agreed. The proposed hardware must be demonstrated comprehensively against those mandatory requirements identified for verification within the Specification. This is to ensure that the proposed hardware meets the requirements. The tenderer will bear any costs relating to travelling to the location and any associated accommodation costs.
This exercise will be used to confirm the response of the preferred bidder. In the event that any Mandatory Requirements are amended to a Fail then the next highest scoring tenderer will be asked to provide a working demonstration of their proposed hardware. The tenderer with the highest scoring compliant bid and system that successfully passes the verification process will then be awarded the contract.

Precise information on deadline(s) for lodging appeals: CPD will comply with the Public Contracts Regulations 2015 and, where appropriate, will incorporate a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
