The Authority requires a virtual simulation tool to provide a common, interoperable, accessible and deployable capability in order to enable simulated activity across all levels of training, education and experimentation.

II.2.1)Total quantity or scope:

The DVS capability seeks to deliver a video games-based software technology product to act as the common virtual simulation component of all future Defence simulation systems under the Defence Training & Education Capability (DTEC) Operating Model (OM) and related policy. It will be a 3D virtual environment capable of allowing users to develop and execute a wide range of military scenarios for training, education and experimentation.
The software should be a solution based on commercial video gaming technologies and relevant to a variety of users, by being capable of covering a broad range of Future Operating Environment (FOE) compliant military tasks including, but not limited to:
a. planning, manoeuvre, movement and combat
b. for dismounted troops, land vehicles, surface and sub-surface naval vessels, fast air and rotary wing
c. in urban and rural environments
d. during conventional and asymmetric warfare.
DVS is intended to support as many simulation requirements as are feasible. At its most basic, the software will enable out-of-the-box operation as a standalone virtual simulator where users can develop and execute their own scenarios for training and experimentation purposes. However the software will be equally applicable to more complex systems, where it should integrate with bespoke and legacy equipment to deliver improved capability where necessary.
Due to the evolving nature of military simulation needs, DVS will adopt a spiral development philosophy. The current scope of Defence simulation requirements have been captured on a best-efforts basis in order to inform this procurement, however it is the Authority’s intent to grow the scope of this capability as new requirements arise or are refined. In doing so, and in line with DTEC policy, the Authority expects to use DVS in all situations where it represents a viable solution or where appropriate modifications can be performed in a cost-effective manner. In addition, it is expected that the use of video gaming technology will grant DVS the benefit of externally-sponsored improvements, such as those funded by other customers or internally-driven in response to wider market needs, in order to keep the product relevant.
In order to support the wide and growing range of candidate users across Defence, DVS should be licensed to the Authority in such a way as to facilitate a large user-base and un-scoped growth while minimising through-life cost and other barriers to adoption. It is anticipated that such support will be provided through Enterprise-level licensing.

All payments shall be made using the Authority’s Purchase 2 Payment (P2P) System and shall be subject to the unqualified acceptance of the Authority’s Terms and Conditions of Contract.

If a group of economic operators submits a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering into the contract.

The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by a Security Aspects Letter, the Authority reserves the right to amend the terms of the Security Aspects Letter to reflect any changes in national law or government policy whether in the respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies or otherwise.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC of the European Parliament and of the Council (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC of the European Parliament and of the Council (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

Objective criteria for choosing the limited number of candidates: Scores will be assigned against the criteria given for each question and weighted according to the figures provided. Each response will be assigned a final score in the form of a percentage and Potential Providers will be ranked accordingly.
Any potential Provider scoring less than 50 % will be considered non-compliant and automatically ruled out of any further participation in the competition process. Scores of 50 % or higher are considered compliant.
