To provide specialist supported living services 24 hours a day, 365 days a year to six young adults with severe learning disabilities and autism. The scheme meets the needs of tenants with assessed complex needs; with flexible support delivered in an enabling way. The service delivered will be in response to their individual assessed need and will ensure all tenants have choice and control and lead active and valued lives in the community, maximising their potential for independence.

The Service will be required to deliver 800 hours of care and support each week which will include:
i) dedicated management for the Service;
ii) access to on-call Behavioural Support in terms of managing Service Users’ complex needs;
iii) 24 hour cover/7 days per week;
iv) 2 waking night Staff; night time cover being considered as 9 hours.

The Council reserves the right to cancel the procurement and not to proceed with the contract. The Council also reserves the right not to award a contract or to award a contract for parts or part of the services only. The Council will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions. The Council notes that the award of the contract may involve a transfer of employment undertakings pursuant to the Transfer of Undertakings (Protection of Employment) Regulations 2006, and will clarify the position with the applicants during the tender process.

Precise information on deadline(s) for lodging appeals: The Council has voluntarily decided to incorporate a standstill period at the point when information on the proposed award of the contract is communicated to tenderers.
