DBS e-bulk system

The London Borough of Sutton (Sutton Council) is seeking expressions of interest from suitably qualified organisations for the provision of a DBS e-bulk system.

The contract will initially be for a period of 3 years plus a possible 2 year extension commencing on 1 April 2015.

The Council is tendering this quotation through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective Tenderers are advised to register their interest by going to https://www.londontenders.org/procontract/supplier.nsf.

Sutton Council currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision.

The Council shall not be bound to accept the lowest cost or any quotation. The award of contract shall be based on the most economically advantageous quotation submitted.

Deadline for submission of a completed Quotation Questionnaire is 12 pm on 18th February 2015.

Details:

The London Boroughs of Sutton and Merton operate a joint Human Resources Shared Service (HRSS). The HRSS is hosted by the London Borough of Sutton and delivers its services to both London Borough of Sutton and the London Borough of Merton. This contract will be awarded by London Borough of Sutton.

The HRSS includes a joint team which is dedicated to all matters relating to disclosure & barring checks. This team, the Sutton and Merton Disclosure Service (S&MDS), is physically based at Merton Civic Centre and manages all aspects of the disclosure & barring check process. The S&MDS consists of 3 staff who are all Countersignatories and who will also be the system administrators.

S&MDS wishes to enter into a contract with a Provider to provide a service for the provision of a fully hosted and managed secure software solution with full connectivity to the DBS’s e-Bulk system. Whilst the Provider will own and administer the servers and the database administration, S&MDS wish to retain some control over the system administration, for example adding users, running reports, etc. The disclosure service itself will continue to be operated by S&MDS.
