Taleo Implementation Contract

In May 2014 Cheshire West and Chester Borough Council entered into a 3 year Taleo agreement with Oracle Corporation. The Council now seeks to appoint a supplier to implement the solution and integrate it into the existing Oracle footprint, which comprises of an Oracle R12.1.2 HR and Payroll solution.

The Councils

 

Cheshire East Borough Council and Cheshire West and Chester  Borough Council were established on the 1st April 2009 as part of the structural changes to local government in England.  In June 2009 the Councils signed an agreement to pave the way for the provision of shared local services to both Authorities.  Cheshire West and Chester Borough Council is the lead authority for all shared services and leads on related procurements and enters into contracts on behalf of the shared services.

 

On 30 April 2014, Cosocius Ltd started trading as a locally controlled company owned by the Councils. CoSocius Ltd provides human resources, finance, and information and communications technology (ICT) services to both Councils.  CoSocius Ltd is leading on this procurement on behalf of both Councils. The contract shall be formed between Cheshire West and Chester Borough Council and the supplier. Cheshire East Borough Council shall be a beneficiary under the contract and shall have the right to take the benefit of the contract and enforce its terms. Cosocius Ltd shall lead on the implementation for both Councils and the supplier shall deal principally with Cosocius Ltd during the implementation. Other Council owned companies or joint enterprises may use Oracle Taleo in addition to the Councils and Cosocius Ltd.

 

 

CoSocius manage their programmes within a governance and delivery model that could have resource impact for the successful supplier. Suppliers should take into account the governance and project management arrangements outlined in the ITT and ensure that they have factored in any potential costs that could be incurred.
