— Provision of Taxi services to the Families Directorate for various transport needs;
— Provision of Out of Borough Transport Services to transport children and young adults with Special Educational Needs from home to school.

Due to the nature of the services that the Council is seeking to procure requirements may be subject to change or amendment falling within any of the categories specified. The contracting authority considers that the service provision may be suitable for economic operators that are small and medium enterprises (SMEs) subject to them meeting the minimum DPS entry standards and the Award Criteria with a Service Agreement being awarded to the most economically advantageous tender. The Council has the intention to award to the first-ranked supplier but in order to accommodate citizen choice it may on occasion cancel the mini competition and process through direct payment. The following website contains all details relating to this DPS: http://demand.sproc.net The Council intend to run an e-auction for each requirement it has under the DPS. This means that Service Providers who have accredited and enrolled on www.sproc.net will be given the opportunity to bid for work, see their ‘rank’ and improve their bid up until the closing date and time. Upon confirmation of availability, evaluation of bids will be based on quality and price. Minimum quality requirements will be set as part of accreditation and enrolment stage and will also be covered under the terms and conditions of contract. Due to the nature of the services that the Council is seeking to procure, there may be urgent, unforeseen transport requirements that arise during the period of this notice. This may include immediate transport requirements that have a significant social impact, or where an existing Service Provider fails to deliver a route and a replacement Service Provider is required with immediate effect. The DPS may be used to procure such services and the Council reserves the right to invoke the procedures detailed in Regulation 14 of the Public Contracts Regulations 2006. In such circumstances, the Council reserves the right to award a contract to a single Service Provider on the DPS without a further call for competition. The estimated total value of services to be purchased for the entire duration of the DPS is purely indicative and cannot be guaranteed by the Council Please note that all practices for the dynamic purchasing system established herein shall comply with the Public Contract Regulations 2006, as amended from time to time. Such practices shall be updated to comply with the Public Contract Regulations 2015, as and when enacted and from each provision’s appropriate effective date thereunder.
