Tayside Procurement Consortium are seeking to appoint a suitably qualified and experiences supplier for the provision of Electoral Services. The requirements includes:

Lot 1 — Printing and Issuing of Postal Voting Packs and Printing of Ordinary and Tendered Ballot Papers.

Lot 2 — Absent Vote Personal Identifier Verification System.

Lot 3 — Printing and Posting of Poll Cards.

II.2.4)Description of the procurement:

The printing of all ballot papers (including ordinary, tendered and postal ballot papers) for all elections, by-elections and referenda (with the exception of scheduled Scottish Local Government elections which are covered by the Scottish Government Framework Agreement) held during the Contract Period.

The printing of postal voting packs (including postal ballot papers(s), outer envelope addressed to the postal voter, envelope A, envelope B, postal voting statement, instruction sheet and any other inserts required) and associated issuing functions including the collation, quality checking, sealing and posting of packs via Royal Mail or other postal provider of first class postal services for all elections and referenda during the Contract Period.

It is a requirement of this contract that bidders hold, or can obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance: Employer’s (Compulsory) Liability Insurance — 10 000 000 GBP; Public Liability Insurance — 5 000 000 GBP.

List and brief description of selection criteria:

Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the site notice.

Bidders will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for quality control.

Bidders will be required to demonstrate that they have (or have access to) the appropriate technical facilities, study and research facilities and quality measures to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice.

Bidders will be required to confirm their average annual manpower for the last 3 years.

Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice

Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.
