Contracts for projects which will support more and better provision of teachers’ continuing professional development (CPD) and Leadership Development, focussed on challenging areas and schools.

The Teaching and Leadership Innovation Fund (TLIF), announced by the Secretary of State for Education in October 2016, aims to improve pupil outcomes in priority areas by:

— Stimulating more and better provision of teachers’ CPD and Leadership Development in challenging areas and schools;

— Stimulating demand for provision of teachers’ CPD and Leadership Development in challenging areas and schools;

— Support development of a sustainable market in CPD and Leadership Development that will be capable of becoming self-funding in the future.

The Department for Education expects to run a limited number of TLIF bidding rounds during the current spending review period (ending March 2020). This contract notice pertains to Round 1 only.

The contracting authority reserves the right to award contracts combining the following lots or groups of lots:

Bidders can bid for each, any or all Lots,. The Lots will be based on a common set of requirements. A single proposal is sought regardless of the number of Lots being bid for and a separate Financial Model return will be required for each Lot. In the event a Bidder is awarded Lot 1 the National Lot (Lot 1) then they will not be awarded further lots.

In TLIF Round 1, we will be seeking evidence-based proposals for teachers’ CPD and/or Leadership Development, which would be ready to deliver to participants from not later than January 2018.

Bidders must be able to deliver at scale (details are set out in the specification), and bids must set out the reach and how the programmes will be delivered and targeted towards geographical areas. These include the DfE’s 12 Opportunity Areas and local authority districts identified as category 5 and 6 in DfE’s work on Achieving Excellence Areas — see www.gov.uk/government/publications/defining-achieving-excellence-areas-methodology

The estimated start date for the contract is June 2017 with end dates to be agreed with successful contractors but anticipated to be in line with the current spending review period, which ends in March 2020. DfE reserves the right at its absolute discretion to extend the contract, subject to satisfactory contractor performance, Government support and funding.

List and brief description of rules and criteria:

There are three mandatory questions, set out in the Authority’s documentation available in Redimo2. In addition, there are a number of technical questions, weighted at 80 % of the total score to be awarded; and a financial appraisal, weighted at 20 % of the total score to be awarded. The tender process will be conducted in a manner that ensures tenders are evaluated fairly to ascertain the economically most advantageous tender.

Execution of the service is reserved to a particular profession
Reference to the relevant law, regulation or administrative provision:

There is no industry standard for staff responsible for the performance of the contract. The principal target audience for the delivery of the contract is teachers, and any personnel involved in delivering CPD and/or Leadership Development needs to have sufficient credibility and professional standing for this audience.

The Terms and Conditions and the evaluation criteria, available through REDIMO2, set out all conditions relating to this contract.

All bid documentation will be made available from REDIMO2 and Bidders should ensure that they have read all documentation prior to submitting a response.

Where appropriate, the successful bidder may be required to deliver a Deed of Guarantee at the same time as the execution of the Agreement.

This procurement relates to educational training services which fall within Schedule 3 of the Public Contracts Regulations 2015 and, as such, it will be conducted under the Light Touch Regime (LTR) as provided for in regulations 74 to 76 of the 2015 Regulations. The procurement will use an adapted version of the open procedure which, subject to the quality of compliant bids received, may involve DfE entering into bid clarification and contract agreement discussions with one or more suppliers.
