This Framework will be awarded by the Ministry of Defence on behalf of the Government Procurement Service. The Ministry of Defence is to place a multi-participant framework agreement for the provision of Specialist Technical Support (FATS / STS). FATS / STS will cover the following broad capability areas: Platform, Weapons and Energetic Materials; Airworthiness Management; Safety Management; Environmental Management; Maritime Safety; Site Co-ordinating Installation Design Authority (SCIDA) services; and Installations, Facilities, Construction and Environmental Liability Management (a copy of the detailed taxonomy will be made available as part of the process of expressing interest – see Section V1 .3. It will not cover Manpower Substitution (i.e. the use of agency/temporary workers to fill gapped posts) or Consultancy requirements The Contracting Authority wishes to establish this Framework Agreement for use by the following UK public sector bodies (and any future successors to these organisations): Central government departments, executive agencies, and non-departmental public bodies as outlined at: http://www.direct.gov.uk/en/Dl1/Directories/A-ZOfCentralGovernment/index.htm, also the following named wider public sector organisations: South Bedfordshire District Council; High Speed Two (HS2) Ltd; Leeds City Council; Northamptonshire County Council; Medway Council; Warwick District Council; Highlands and Islands Enterprise.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to sign a declaration confirming whether they do or do not have any of the listed criteria as part of the pre-qualification process.

Candidates who are guilty of any of the offences, circumstances or misconduct under Article 39(2) may be excluded from being selected to bid at the discretion of the Authority.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender.This contract opportunity is published in the Official Journal of the European Union (OJEU),the MoD Defence Contracts Bulletin and www.contracts.mod.uk. The award of any subsequent contract arising from such requirements is subject to the EU Defence and Security Public Contracts Regulations (DSCPR) 2011.

Please note that Expressions of Interest for this requirement are to be sent by e-mail to DESComrclCC-FATS4AB@mod.uk. Expressions of Interest submitted by any other means will not be accepted. On receipt of an Expression of Interest, the Authority will issue the supplier with a unique reference number, together with a copy of the Specialist Technical Support Taxonomy (ie the scope of the requirements to be covered by the Framework) for information purposes only at this stage. The unique reference number is to be quoted on all subsequent correspondence. Companies will be asked to declare the specific areas of the taxonomy in which they are interested as part of the PQQ.

Potential suppliers are requested to indicate in their Expression of Interest response if they would be interested in attending a FATS Supplier Information Briefing at MOD Foxhill, Bath BA2 5BZ. The Supplier Briefings will take place on 10, 12, 13 and 14 September, with briefings at 09.00 and 13.00 on each of these days. Places will be limited to one representative per supplier. The name of your representative, together with their nationality and their first, second and third choice of briefing session should be emailed to DESComrclCC-FATS4AB@mod.uk.
