Telehealthcare Service

Description of the goods or services required

Renfrewshire Council is seeking to place a contract for the provision of a Telehealthcare service for persons living within the Renfrewshire area. The Service will provide Service Users with access to a 24 hour Telehealthcare Calls Handling Service, from their home, in the event of requiring assistance in an emergency. The Service will be delivered 365/366 days each year, including Public and Bank Holidays, on a 24 hour basis. The Service will provide an effective call handling service which will facilitate a timely response to calls received from Service Users requesting assistance, and other calls which are appropriate to Service User’s needs, in compliance with the TSA Telecare Code of Practice 2013, in accordance with the Council’s instructions, Standards and Procedures.

The Contract will be awarded by 22 March 2016 with Services under the Contract commencing on 1 May 2016 for a period of 1 year from commencement of services with the Council’s option to extend the Contract for an additional period of 1 year.

3.1

Minimum standards and qualification required

BID SELECTION & AWARD CRITERIA – Telehealthcare

1. Any decision for the award of Contract will be based upon acceptability to the Council and the most economically advantageous tender received. The evaluation of tender responses received shall be in two stages as follows:

i. Stage 1: Qualification Envelope Responses

The responses received to the questions in the Qualification Envelope will be assessed for completeness, compliance with tender instructions, compliance with mandatory criteria and against a standard of acceptability to the Council.

Responses to Questions will be marked as PASS or FAIL for the following:

– Completeness of Submission

If the reponses to any of the above questions are assessed as FAIL then the tender will not be taken forward for Stage 2 assessment of the responses to the Technical and Commercial Envelope responses.

ii. Stage Two: Technical and Commercial Responses

2. Only those tenders which have passed the Stage 1 assessment will be taken forward for Stage 2 evaluation.

3. The Stage 2 evaluation will be split as follows:

60% – Technical

40% – Commercial

4. The Technical (60% of total score) evaluation will be scored using the weightings detailed below and assessed against the Tenderer’s responses to the questions detailed in the Technical Envelope.

Question 1 Call Monitoring Weighting: 20%

Question 2 Communication Protocol Weighting: 3%

Question 3 Service Users Weighting: 4%

Question 4 Staff Development and Training Weighting: 10%

Question 5 Quality Assurance Weighting: 10%

Question 2 Service Aims and Objectives Weighting: 2%

Question 6 Service Transfer Weighting: 3%

Question 7 Exit Strategy Weighting: 1%

Question 8 Workforce Matters Weighting: 5%

Question 9 Community Benefits Weighting: 2%

5. The response to each Question in the Technical Envelope will be given a score of between 0 and 100% depending on the completeness and quality of each response utilising the scoring guidance below.

Between 0% -24% Unacceptable – no response or inadequate response. Fails to demonstrate an ability to meet the requirement.

Between 25% – 49% Poor – response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.

Between 50% – 74% Acceptable – response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas

Between 75% – 99% Good – response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.

100% Excellent – Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

The relevant weighting for each question will be divided by 100 then multiplied by the score awarded to give the relevant Technical score out of 100%. The Technical score out of 100% will then be divided by 100 and multiplied by 60 to give the Technical score to be added to the Commercial Score.

6. The Commercial (40% of total score) evaluation will be as follows:

The lowest priced tender will be given the highest score of 100 which will equate to an overall Commercial score of 40% and other tenders given pro rata Commercial scores by reference to their variance as appropriate from the highest scoring tender.

7. The Technical and Commercial Scores achieved will be added to determine the final score for each tender.
