Makers Yard Broadband and Telephony Specification

Background

Makers Yard is a new managed workspace for craft/ designer maker based creative companies, and is located at 82-86 Rutland Street in Leicester’s Cultural Quarter. The Grade II listed building is currently being refurbished and is scheduled to open in early January 2013. The facility will be managed by a Leicester City Council team that also manages other workspace facilities at LCB Depot and Phoenix Square.

The building comprises 10 workspace studios and a kiln room, and is anticipated that 20 separate companies/individuals will be based in the facility. These users are expected to have mainly basic broadband and telephone requirements. Leicester City Council is commissioning a system at Makers Yard to deliver a broadband and telephony service to these companies via a shared network infrastructure within the building.

The following connectivity to the building has already been procured:

• Virgin Media ADSL2+ essential, 20Mb/ 448k
• Virgin Media ISDN30 with 8 channels

Data and telephony will be deployed throughout Makers Yard via CAT5 cabling, terminating in a central communications room. This is being installed as part of the construction contract.

The nearby workspace site LCB Depot currently provides a broadband and telephony service to tenants, based on a Cisco environment for broadband and an Avaya telephone system. Technical solutions that propose a similar environment for Makers Yard would be welcome, although not essential, as this will present the potential for the consolidation of infrastructure across workspace sites in the future.

The Brief

Leicester City Council is commissioning the supply, installation and maintenance of both a broadband and telephone infrastructure for Makers Yard, to deliver a broadband and telephone service to individual tenant companies.

Companies are invited to submit proposals for delivery of the technical solution. Companies can propose solutions that deliver:

(a) Broadband only,

(b) Telephony only

or both as SEPARATE bids.

The Council intends for the successful organisation(s) to deliver as soon as possible following appointment, ideally by early January 2013.

Specifications for both Services are located at the bottom of this advert.

Organisations can apply for one or both of the provisions and should complete the Selection Questionnaire and Quotation Forms attached below.

This should be returned by 9.00am on 18/12/2012 at the very latest.
