Midland Heart would like to invite tenderers from suitably qualified/experienced temporary recruitment agencies for the re-procurement of the temporary recruitment services contract. This contract will cover Midland Heart for when we have a need for temporary agency staff. This contract will ensure that Midland Heart meets its staff requirements whilst achieving value for money and high quality services. This contract will cover all directorates within Midland Heart but excludes specialist care staff that are provided through a separate contract. The contract to be awarded will be divided into 15 separate lots based on role type or function/department as stated below: 1. General administrative, secretarial, personal assistant, co-ordination and clerical staff. 2. Analysis, research and project management staff. 3. ICT staff 1 (including but not limited to helpdesk staff and technicians). 4. ICT staff 2 (including but not limited to specialist consultants, software developers and infrastructure managers). 5. Catering staff. 6. Asset Management department. 7. Housing Management, Sustainable Lettings and Tenancy Enforcement departments. 8. Finance, Treasury and Procurement departments. 9. Facilities department. 10. Income Recovery department. 11. Human Resources and Talent Development departments. 12. Development department. 13. Property Care department. 14. Shared Ownership department. 15. Commercial Lettings & Sales departments It is anticipated that all lots within this contract will each have multiple suppliers, awarding to a minimum of three suppliers per lot. Midland Heart has its own internal agency provider called Pathways. In accordance with internal policy, Pathways must always be approached first for certain temporary staff requirements. Where Pathways are not able to fulfil a requirement, and for all vacancies not submitted to Pathways, the opportunity will be released to the awarded suppliers under the relevant Lot of the contract. This contract opportunity has been issued by Midland Heart in connection with a competitive procurement exercise conducted in accordance with the Restricted Procedure under the Public Contract Regulations 2006. Due to the Classification of Recruitment Services by these regulations as a Part B Exempt service it has been listed as a non OJEU opportunity. The contract is also being tendered in line with relevant regulations and legislation in order to operate as a Framework Agreement. This contract is designed to be used by any Housing Association or Registered Social Landlord within the United Kingdom as detailed within the Statutory Register of Providers of Social Housing (the register) maintained by the Homes and Communities Agency and as amended from time to time Tenderers who successfully pass the Pre-Qualification Questionnaire stage and are invited to the Invitation To Tender stage will be expected to make social value offers which are expected to have a direct impact on Midland Heart customer. The initial contract period will be three years from the commencement date of the contract inclusive of any period required to mobilise the contract.
