These goods shall be required in response to humanitarian emergencies. As such delivery, location, and quantity are unknown. Adherence to specification, availability and price are of paramount importance.

The exact quantity and type of Vehicles to be purchased will be defined through Mini Competition and a Call Down Contract.
Delivery location will also be defined at the Mini Competition stage and will usually be the UK but could also be to any Emergency anywhere in the World.

In order to receive the PQQ document, interested parties must send an email to procurement@dfid.gov.uk no later than Friday 22.8.2014 at 17:00 GMT. The subject line must state “Expression of Interest – JI777A 4×4 Vehicles”.

It is a pass/fail requirement under section 3 of the PQQ that potential bidders must provide details of previous contracts to collectively demonstrate experience in the provision of 4 x 4 Vehicles. Contracts should have been performed for the UN, Governments, NGO’s or private sector customers during the past three years (from the date of issue of the Contract Notice). Failure to meet this requirement or to provide details of contracts performed during the period required will render its application ineligible for further consideration and its PQQ will not be evaluated.
It is also a pass/fail requirement that the bidder must be either the Original Equipment Manufacturer or their official representative/dealer.

This tender is for non-exclusive framework agreements with multiple suppliers for 4 x 4 Vehicles. It will enable the UK Department for International Development to access 4 x 4 Vehicles both in humanitarian emergency responses and in preparation for future responses.
Interested parties must complete the Pre-Qualification Questionnaire (PQQ) in order to be considered for pre-qualification for this tender.

In order to receive the PQQ document, interested parties must send an email to procurement@dfid.gov.uk no later than Friday 22.8.2014 at 17:00 GMT. The subject line must state “Expression of Interest – JI777A 4×4 Vehicles”.

The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge that award decision before a contract is entered into.
