Sunderland City Council (“the Council”) is looking to procure the implementation and support of an Assistive Technologies Software Platform and Associated Services. As a minimum, it is expected that this will encompass Telecare and Telehealth services.
Telecare offers a 24/7, all year round emergency service for potentially vulnerable people to help them live independently for longer. Telehealth helps people with medical conditions – short and long term – to self manage their conditions with support from specialist clinical staff. The overall Assistive Technologies solution and support services will help the City Council to deliver the best service to as many residents as possible.

Sunderland City Council (“the Council”) is looking to procure the implementation and support of an Assistive Technologies Software Platform and Associated Services.
Telecare Software Platform.
The Telecare service is managed through the Care and Support function of Health, Housing and Adults Services Service Area. The service currently operates a stand alone computer system, PNC4, which is supplied and maintained by an external supplier. Telehealth service is managed through the Care and Support function of Health, Housing and Adults Services Service Area. Telehealth operates through a web-based application, known as Clinical System Organiser (CSO).
Period of the Contract will be for 3 years with 2×12 months extension options.
Annual Support Maintenance will be reviewed on an annual Basis thereafter if considered to be required at the Sole decretion of the Council for the awarded solution.

The contract shall be considered as a contract made in England according to English Law and Subject to the exclusive jurisdiction of the English Courts.

The Council will be using the Restricted Procurement Procedure to select potential tenderers and applicants will be required to complete a Pre Qualification Questionnaire (PQQ), to be returned by the deadline of 12:00 Noon, 14th September 2012 in accordance with the instructions stated in the documents.

As part of the tender process Sunderland City Council intend to hold a Supplier Briefing on 30 August 2012 at Committee Room 1, Civic Centre, Burdon Road, Sunderland. SR2 7DN, arrive 13:15 for a 13:30 start. The aim of the briefing is to provide information on the Assistive Technologies Project with an opportunity to ask questions.
