The BBC’s current expectation is that the awarded contract shall contain a transition period of 24 months followed by an operational service period of 120 months. The BBC will evaluate technical ability/financial standing of the bidders in accordance with Articles 57-65 of Directive 2014/24/EU and Regulations 57-65 of the Public Contracts Regulations 2015 and detailed explanations of the evaluation methodology and minimum criteria to be satisfied are set out in the Pre-qualification Questionnaire.

For the preparation and evaluation of functional requirements, the BBC may involve, subject to strict confidentiality agreements with each of the bidders, consultants to assist in the scoping, drafting or evaluation of invitations to tender. Current service providers shall be required to sign an incumbent bidder protocol, which shall include terms requiring relevant ethical wall separations between their operational teams assisting with knowledge transfer and data rooms, and any of their bidding teams (as applicable). The final evaluation of tenders so as to identify the Most Economically Advantageous Tender (including life-cycle costing) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
