Provision of a Broadcast Management System to manage linear T V and on-demand content (with the option of Radio linear and on-demand content, such service provision to be discussed further with bidders in dialogue) in the UK (with regional variations). The system shall enable the planning, commissioning and scheduling process of media content, and provide media content-based management and regulatory reporting.
The maximum duration of this contract will be 144 months, starting on 1.4.2016 and ending on 31.3.2028. The BBC’s current expectation is that the awarded contract shall contain a transition period of 24 months followed by an operational service period of 120 months. The structure of the eventual contractual term shall be discussed further with bidders in dialogue.

For the preparation and evaluation of functional requirements, the BBC may involve, subject to strict confidentiality agreements with each of the bidders, consultants to assist in the scoping, drafting or evaluation of invitations to tender. Current service providers shall be required to sign an incumbent bidder protocol, which shall include terms requiring relevant ethical wall separations between their operational teams assisting with knowledge transfer and data rooms, and any of their bidding teams (as applicable). The final evaluation of tenders so as to identify the Most Economically Advantageous Tender (including life-cycle costing) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
