Provision of litigation services and pre-litigation debt collection services on household customer debt. The requirement is for an ‘end-to-end’ service to include pre-litigation collections activity, pre-litigation assessment (‘scorecarding’), claims processing, and post judgment enforcement. V) Actioning and management of Post judgment enforcement.

— Registered with the Solicitors regulation authority (SRA) and/or Chartered institute of legal executives (CILEx).

— Accredited to ISO 27001, or working towards accreditation to ISO 27001 by a date agreed with Southern Water.

— Compliant with PCI Security Standards.

— Registered or incorporated in the United Kingdom.

The financial standing will be assessed using a weighted scored from Credit safe, any company scoring below the recommended annual contract value from Credit safe will be subject to further financial tests, Parent company guarantee, failing which, will not be eligible.

Employee liability – 5 000 000 GBP.

Public liability and products — 5 000 000 GBP.

Professional indemnity — 5 000 000 GBP.

The Contract will be awarded to a single legal entity. While consortia will be considered, they must be represented by a single lead bidder and be able to demonstrate commitment to forming a single legal entity.

Execution of the service is reserved to a particular profession

The Service provider will be required to assign a legally qualified supervisor to act on behalf of Southern water for purposes of claim administration.

Appropriate members of the service provider’s operatives must have necessary rights of audience before the courts.

Any appointed High Court Enforcement Officer must be authorised to undertake the activities in accordance with the appropriate regulation.

Southern water services limited will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
