II.1.5)Short description of the contract or purchase(s)
The Mayor’s Office for Policing and Crime (MOPAC) as the contracting authority is tendering for the supply of a Combined Benefits package to the Metropolitan Police Service (MPS), elected local policing bodies and other police authorities for UK police forces, the Greater London Authority (GLA) and Fire and Rescue Services. The Authority/MPS is seeking through this tendering process to set up a supply framework with a suitably capable Contractor to provide these Services for period of 48 months from contract award. It is estimated that the commencement date for the contract will be December 2013.
The framework will be awarded to a single supplier to provide the following services:
— A Cycle to Work Scheme (via salary sacrifice);
— A Childcare Voucher Scheme (via salary sacrifice);
— Access to discounted Goods and Services;
— Health Screening Services* (via salary sacrifice).
* New requirement
The expected process for the financial management of childcare voucher provision will include the creation of a separate escrow or ‘trust’ account into which funds will be transferred directly from the Authority’s payroll provider via salary sacrifice. The bulk of the anticipated framework value is attributed to the provision of childcare vouchers consequently this value should not be considered as potential turnover for the managed service provider.
Please note that the above spend is not guaranteed and potential purchasers named in the OJEU notice and this PQQ are under no obligation to call off from this framework.

(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
